I have 2 Vonage PAP2 VOIP telephone adapters in my house, but I’d like to switch to another VOIP provider. Are my PAP2s compatible with other VOIP services?

At one time, Vonage would charge you $45 to give you the password to unlock your PAP2. However, they no longer do that. If your PAP2 is a fairly recent model, like 2-3 years old, it is unlikely you can unlock it. If you have a really old version one PAP2, it might can be unlocked. You can read about unlocking procedures at the forum at http://www.voipuser.org However, more than likely your PAP2 is a newer model and is completely worthless unless you want to use it with Vonage.
I found a great site with a lot of information about VOIP
