How do I find out whose wifi connection it belongs to so I can ask permission to use it?

When I hooked up a Wii for my parents, I notice that there is an unlocked wifi signal available to connect too. How do I find out whose wifi signal it belongs to so that we can ask permission to use it.

    ask the people that are close enough for you to pic up
    but as the law states if it not password protected you can use it
    or thats the law where i live
