  Unblock VOIP with either a personal VPN if you are using a soft phone or a VPN appliance if you are using a SIP phone. Very simple and all VOIP services including Skype will work just fine.

  I have heard that they do block services like Skype. One VoIP service you can try that may not be blocked is Efonica. Efonica has home office in Dubai, so I expect they are not blocked…
