There seem to be so many "free" softwares that can be downloaded from the internet to make phone calls. E.g., Skype

Your phone number tells customers so much about your business... whether they should see you as local, national or global. You may be a small enterprise, but your number reflects your business ambitions. It's also a valuable tool for influencing customer behaviour and growing your business in a quick and powerful way.

Skype is free from computer to computer, since it exclusively uses internet to communicate. To make or receive calls from the telephone network will cost some, since there is a cost to that network connection.

Vonage, exclusively makes calls over the public telephone network, although could have "Deals" for Vonage to Vonage calls.
Vonage also doesn’t need the computer on to use, nor does it require a specific sort of computer or OS.

Magic Jack, worth a mention, is more like Vonage, but relies on your computer to be on and running to make or receive calls.

The above answer contradicts itself. Vonage does not use a computer but you do need a modem. It’s completely independent of the computer. I have been using Vonage for the last 3.5 years. I find the quality excellent as well as all the other features. I also have the feature to call 911, I don’t know if Skype or others do. If you’re interested go to the Vonage website and view all the features. I call China for 1 cent a minute, Europe is Free, and all I pay is $14.99 a month. It’s going up 2-3 dollars this year.
